I don't think there is a throttle axis for GTA:SA is there?

keep in mind, most will work, but for SA, there will only be, Stop, Go, Left, Right, there wont be in between im pretty sure SA has no proper axis, your car just turns left and right whenever you indicate the direction it doesnt slightly turn or majorly turn, it just turns

I'm fairly sure that with my Joystick it moves a bit at a time.

Yeah, you can turn a little, it works with my joystick...but its not sensitive, it does go in 'notches' :/

SA sucks with steering wheel, I suggest not buying one specifically for SA

If you want a steering wheel I would suggest getting racing games with it, becuase the axis issues with SA:MP make having that wheel an unenjoyable experience. However I would suggest anything from the Logitech Momo, to a TSW Racing Wheel.

Here are some wheels I prefer:

Logitech Momo
Logitech G25
Logitech G27
TSW Racing Wheel

I like the G25...and as the G27 is a later version, I like that one too!

Indeed, my steering wheel works like this. I always use a wheel to drive (and walk) in SAMP. The only thing is, that throttle / brake has no varying sensitivity (like W and S).

I would recommend getting one. Drive with first person view or camhack for best experience. As far as wheels goes, a cheap Logitech formula force or Wingman works best.

Adding onto Janek, if you are only using the steering wheel for games which automatically change gear/don't support manual shifting, then get a cheap one, as he said.
If you play games like Live For Speed, it is probably worth getting one with a manual gear stick and clutch, as it improves realism, and is much cooler  :D

I've got the momo, but I never tried it with SA. Although I must say I really hate the sound of the wheel when you make a turn. It's not easy to configure and I wouldn't recommend a steering wheel for SA.
If you really desire to use a steering wheel or something in that range, you could try going for a controller instead. Logitech has cheap ones and they seem to work pretty well for most games.

If you want to go the controller route, a simple Xbox 360 wired controller will work. Thats what I use for SA, when I driving as I don't like to use the keyboard to drive.

Keep in mind, not every steering wheel is compatible with GTA SA.

Personally I tried GTA SA on 2 wheels I had..

Now; Saitek R220 < Works wrongly.. and you can't re-configure it..
Logitech X3 or something.. = Again wrongly.

Only joystick that worked good was Logitech Cordless Rumblepad 2... It has analogs, and is really really nice and easy in use.. (just like a Playstation joystick ;).. WITH analogs..)
