The governmental system of Argonath would be best described as a one-party oligarchy.

As about Government - yes, one party oligarchy can be good named, as it cannot be called a Dictatorship in any of its meanings by one simple reason - there is no one owner all over it...

The definition of a governing body as an Oligarchy does not essentially mean that those in power do not care about their subjects. The term "Oligarchy" defines a government structure where the power is effectively in the hands of a small group of people (in this case, the Administration led by the Owners), and not necessarily a composite of ruthless bureaucrats.

That is, unless it is a Group Dictatorship (similar to Oligarchy, but different)... which I am pretty sure it is not.

Since 1900, my country alone has been through five forms of government... impossible that I would not know more than two.

Now, how do we describe the governing structure of Argonath?

It is not Totalitarianism, as not every aspect of Argonathian life has been carefully structured by the ruling party, neither is it a Stalinist or Nazi regime. Neither is it fascist, as the ruling party does not brutally suppress all forms of opposition.

You can that it rules through Authoritarianism (final power firmly rests with the governing power, although social structure can develop itself), but authoritarianism can be a bit ambiguous, as it does not explicitly denote the amount of rulers.

It is not a dictatorial autocracy, (which Aragorn pointed out with 'Dictatorship', as the power is not firmly in the hands of a single person.

So, we enumerate the characteristics of the government...
- There is more than one Leader (Sauron, Aragorn, and Gandalf)
- The Leaders exercise absolute power in their domain
- The Leaders are at the head of a party, the said party being the instrument of power in the state (admins team)
- The Leaders and their subordinates in the ruling party are not brutal nor despotic rulers

Therefore we conclude it is an Oligarchy...

Or unless every single educational system on Earth is hopelessly fucked over, pray tell me what the correct form of government is?

These exceptions make it difficult to define "monarchy" precisely; the most objective and comprehensive (albeit circular) definition would seem to be that a monarchy is a government that calls itself a monarchy.
