The cpu is fine. Give me your motherboard and power supply and I'll suggest a good graphics card for you. A 5450 is NOT good enough for gaming, even for GTA:SA which is a 6 year old game, as I'm sure you've noticed.

My old laptop used to run GTA SA maxed out and it had a 256mb graphics card, pretty slow as well.

I have an ATI Radeon HD 5470, and I play GTA IV lagless..

You might want to upgrade the PSU, if you are planning to buy a powerful video card

I've got the same GPU, it works fine with GTA SA, with 1024X768 res, Low Qual and 3 AA...

GTA IV on the other hand.. Don't expect great quality.

AA barely does anything, turn that off and the other settings up :P

Yes it does, when I turn AA to 0 and quality to very high, the game looks shit.

Power supply = 300 W

What I recommend you buy are the following:

Corsair TX-650 Power supply which can be found here:
http://www.aria.co.uk/Products/Components/Power+Supplies/650W+or+less/650W+Corsair+TX650+V2+ATX2.3+SLI%2FCrossfire+Compliant+Power+Supply+?productId=43905

And depending on your case, whether it's well ventilated or not either this GTX 560:
http://www.aria.co.uk/Products/Components/Graphics+Cards/NVIDIA/NVIDIA+GTX+560+Series/EVGA+GeForce+GTX+560+1024MB+GDDR5+PCI-Express+Graphics+Card+%5B01G-P3-1460-KR%5D+?productId=44793

Or this one:
http://www.aria.co.uk/Products/Components/Graphics+Cards/NVIDIA/NVIDIA+GTX+560+Series/MSI+GeForce+GTX+560Ti+Twin+FrozR+II+1024MB+GDDR5+PCI-Express+Graphics+Card+?productId=44470

I can assure you with this graphics card you will be able to run ANY game at ANY resolution and ANY settings. If it's beyond your budget tell me and I'll figure something else out for you  ;) If you're interested in overclocking give me a shout as well so I can recommend you a decent cooler ( I suspect you're using the stock INTEL heatsink? ).

Your computer is honestly fine, games like Crysis 1 and GTA IV, are very CPU heavy, and the i series Processors from Intel are not good at handling games that are CPU heavy like those, you can muck around with the clock settings to make it run those games properly(as the base settings are not good for gaming), but make sure not to overclock it too much or you could experience problems and or loss of CPU completely

So many lies in this topic

Buying an ATi video card now-a-days does not mean you need superhyperuberdupersupadupashitmatafaki ng PSU. ATI Radeon HD 5870 uses a bit over 200W at max, normal gaming about 150W. And please, ohmygod, why would you ever go Intel when AMD is way much cheaper? Phenom II X6 against any i7 and it wins in price/perfomance ratio.

I'm pretty sure you need only 4Gb RAM if you only play games and don't do anything else. For RAM, I suggest A-Data or Corsair.

ATi Radeon HD 5750/5770 is way more than enough for gaming. (Even GTA IV runs on it) (I recommend only ATi, due to price:perfomance)

If you REALLY want a PSU, get Enermax 425W 82+ Pro. Watts are overrated in PSUs anyways.
