Get a good PSU, atleast 600watt, do check what brand, dont get some cheapskate Trust.
OCZ, Cooler Master, Corsair, Thermaltake are kinda good.

Asuming you have 1 display, this will fullfill allot of your gaming needs.
Sapphire HD5830 Extreme 1GB
My Sapphire HD5670 1gb is pretty awesome, runs games like Crysis 2, GTA IV med/high settings.

Also, how much would you like to spend?

Anyways, get an ATI card, you can disable anti-alaising in GTA SA, and put it on in catalyst control centre, wich will improve the AA quality, and will be faster then normal AA from the game itself :D(but only at some games)

I changed my AA from 0 to x16 in Nvidia control panel and it doesnt look different lol.

Makes difference only with high res such as 1920x1080.

Get a good PSU, atleast 600watt, do check what brand, dont get some cheapskate Trust.

Please, if you have no idea, don't talk. I got myself 9800 GT + Phenom II X6 1055T @ 3.8 GHz and my 350W PSU is enough. 600W is an goddamn overreaction. As I said, you can use 400W Corsair but you don't need more unless if your going for nVidia SLi or ATi CrossfireX.

OCZ good PSU maker? Lemme laugh pls, haven't proven itself yet anywhere.

Get PSUs made by Seasonic (Corsair has PSUs made by Seasonic), they use the best components there is for PSUs compared to others.

It needs 40A on the 12V rail, and recommends a 500W PSU :o

GTX 280 Doesn't even require power if you compare it to GTX 480 / GTX 580. That's why I wouldn't go for nVidia, they eat way too much energy for the performance they give.

ATi eats the about 150W with normal gaming, hardcore gaming with extreme graphs may with luck take closer of 200W but anyways, 400W PSU is enough. Even for ONE GTX280/480/580.

A's are the ones that truly matter in PSUs, not the watts. My bros PSU has weaker A's than mine does, he has 620W PSU and I got 350W...

Why pay more than what you need? This one has been serving me well for 6 years now, not even once gave one *cough which would crash my PC. Unlike my friends superb PSU 800W which broke in less than two years...

Apparently I need a better graphics card to properly run GTA:IV without lag, still haven't made my mind up.. Suggestions are always welcome.

The CPU is kinda on the edge imo...I would suggest a 6950/6970 (ATI) or 560/570 (Nvidia) Best budget cards today I believe, I also have a 6950 and I get an average FPS of 66.85 with all settings maxed but you should keep in mind that games like GTA IV requires alot from the CPU..

I can assure you with this graphics card you will be able to run ANY game at ANY resolution and ANY settings. If it's beyond your budget tell me and I'll figure something else out for you  ;) If you're interested in overclocking give me a shout as well so I can recommend you a decent cooler ( I suspect you're using the stock INTEL heatsink? ).

You mad? Why the fuck is there need to waste such amount of money for buying a Corsair PSU. LC Power Super Silent  6600 is better. (Tested on i7-980, GTX 580, Mushkin Ridgeback, WD Caviar blue) And Hidduh rig's is not that bad.

Since you're using first generation of Intel Core processor on socket 1156, I'd overclock that processor a bit, Also I'd sell shit AMD Graphics, and buy nVidia one GTX 460-580
