When you Smuggle you should automatically receive level wanted 5 or so since it's illegal, just like the Rob Bank.

As in - it's not meant to be carried out in the open, and should definitely be done secretly.

Well, you get wanted during a bank robbery because, let's be honest, unless you're a ninja, you wouldn't be able to keep a low profile and people would call 911, tell the police the way you look, which would get you wanted.
Now, smuggling... it's a shack in the sea, and nobody lives close to it, nobody would witness your action... you wouldn't be wanted for it at all.

People seem to get very "this is mine... that is yours" over smuggling sometimes.
