So basically , what its all about is:

Gang HQ has run out of ammo.
Gang members goes to ammunation and load up their car on ammo, then they have to return to gang HQ to restock their ammo.
If any other civilian steals the van he gets all the ammo and guns in van, if any other gang steals teh van, they can take it to their own HQ and get ammo.
If VCPD destroys the van, ammo respawns at Ammunation.

You can't. Nobody said gang HQs ain't legal 

and hitman you're too slow again, this is already implemented (while criminals store guns they need to deliver them in a truck)

You won't be stealing from Ammunation, you'll be stealing from the shipment bay in Viceport.
