When 0.3d is out of the release candidate stage you can expect leaders to update sometime after.

It's all ready out, I play on 2 other servers and they have the newest version, SAMP 0.3D RC5, so you guys should be able to have it to.

0.3d Is on RC Stage, that means they are still developing Release Candidates. A Candidate hasn't been chosen yet so it's not still fully released.
