If applicant Denis cleared and solved all problems in game i dont see reason why not giving him a chance and doing interview with him.
If the Capo+ who's interviewing him feels he doesnt deserve a chance or he does he will tell his opinion to higher ranked members.
Capo has no rights to deny someone or to kick someone out.

Of course we're taking care of who we accept in the family same as we take care for our allies/respected.
