Well the voting system has to be changed. It is clear that if you let everyone vote there will be such troubles as multiaccounting and buying votes. I think better would be to choose the guys who will be the jury in a way that every point of view is represented or as I heard a way back let admins choose those who deserve to be recoqnized in the community.
