There's a required audio plugin.

Once installed, do /argoradio ingame while it's online and you should be able to stream. (must be in a vehicle)

As far as I know that is not possible at this stage. Although I don't have IV:MP, I have not heard of any script or plugin that has enabled it. It only exists on SA:MP currently from what I understand, however I'm sure in the future some other servers will have this ability.
