Hello... Im Lazlow <<==8 Gay Intro right there.. And im an Argonath IVMP racer.. well.. thats how i think of myself, as most of my money came from racing... So i have a little Experience and Knowlage on how to win a Race FAIRLY, to get that money from your pocket... And here is my IDEA.

how about making a new rank just for them? Would be same as FBI=Buffalo, HPD=Conquetes. [Warning: Conquetes are hard to drive in turns, they love to overdrift due to heavy back]

So conquetes could spawn in few liberty city departements, like the ones in 2nd or 3rd citys.. and there HPD could just "chillax" untill they will be called for help throu /r
Or.. they could do their job without invitation.

So let the Cops deal with tickets, RPs, suspecting ppl and chasing.. everything.. all the good and wide range of stuff. FBIs are welcomed in gun actions, and whatever they do.. But when a serious runner is on a run.. who you gonna call?.. Ghost Bu... i mean, HPD...

But seriously, we seen many criminals with fast cars (most commonly RS and what not).. but tell me this, do they ALL need the HPD? The truth is, most "fast car runners" DONT have a "fast GPU running".. so they dont get that far away from normal cops..

Prior to above, there are still plenty of criminals with Comets and what not, that do have a proper PC.. So they only can be cought at the stright line by someone with same kind of PC... So as you can sence, not many HPDs would exist anyways.. (More respect for them???) So the city wount be flooded with HPDs, and HPD is NOT Higher level than FBI.. yet, FBI gets more training, FBI is a different rank, and has even more responsabilities.. They should even talk to their co-workers to do tactical approach such as  roadblocks, cut off at front, while the normal cops push criminals from behind.. And as for HPD.. they would simply drive a fast car stright...(not really..)

So HPD is NOT a higher rank than anything really.. its only DIFFERENT and NEW.

And keep the fact that nobody could do Both.. there would be no rank to drive fbi buffalos and hpd conquetes.. So the choice is yours.. Couse one of the reasons why ppl take up fbis possitions, is to get access to better vehicles.. AND the standart cop cars.. Hell... let them use ONLY Conquetes, will be locked out even from cop cars, so that they could concentrate on their thing, CHASING, not patroling!

Another thing... If the HPD conquetes would be located in 2nd city.. that means they would have to cross the bridge back to 1st city? Currently, right throu Crash-Zone? Or do they..? stick with me..

Have YOU noticed, that when criminals leave from 1st city, 70% of cops dont go there? 2 reasons: 1. Crash, 2. More fish in the 1st city, and they know that they wount be able to cach criminals in 2nd city stright lines.. they just dont bother, as it would take too long for them.. so cops offten face failure ever a criminal steps out of the 1st city. Or if they think they can (Criminal is not in a supercar) then that 30% follows that suspect (or if there is no more criminals in 1st city).

So i proppose, make the HPD 70% to concentrate sticking their noses only in 2nd and 3rd citys.. If criminals will know that there is a different level of "Heat" in 2nd citys waiting for them.. they will want to taste some of that "Hot Pursuit" flavour..  :cool:

SOME cops would think, once the criminal is out of first city, that their job is done, criminals are in the stright line roads district city, HPD can take over?.. That would be half wrong idea.. HPD are not really cop or fbi type of thing.. Hot Pursuit Departement concentrates on pressurising the suspect, keeping in sight, extending wanted time and resultingly, flip them and even ask them to give up. (After such a good and exausting chase, which CAN take a long time, or not, criminals will be asked to give up, and they are likely to do so, just because the chase was Thrilling enough, and the jail was well deserved, and the chaser deserves the reward. I know i would gu. would be good time to take a break..)..
FBI (or LCPD) Helicopter (Lets put them in use shall we?) could easily participate in such pursuits.. and be useful for once.. They could observe the criminal, equaly help to extend the wanted time, and at the end, more men on foot to
"keep a good guy down" (Integrity 2.0). And happily export the give-up'ed criminal to LCPD/Jail.

So as you can see.. Self Generating Event of work... sometimes.. (Not sure how to make it all worth the time besides the thrill)

Just a note:
Whoever will recruit the new HPD peuple, the requirements must meet the following:
Have FPS not less than 54 (56-58 is THE spot for minimum at good resolution) and maintain that fps at high speed. (so sadly, the newcomers will desire, but cry due to their laptop capabilities...)
Have a ping of no higher than 99 (Unless the ping is bugged, can show 400 but shows no lag in gameplay)

So... A new Rank?

I think that the reason is not valid for this idea. This idea can be implemented to the server Imediatly, only need to choose who would be the head of HPD and make that very nice post in forum.

Decision should be taken by LCPD Command Staff first and then (if accepted) by Developers, so bypassing LCPD Command Staff is not possible.

HPD/interceptors (or any other name) can't be departmant for itsefl, it must be sub-division of LCPD like noose is.

After I talked to you today on server, I don't have a good feeling about this. First I don't like you are trying to put someone down in order to pull yourself up. If u criticize someones work it doesn't mean you are better or would do better then him. From what I've seen you don't have a clue what is going on in LCPD or FBI but still you give yourself right to tell that someone isn't doing a good job? :/
And I think you suggested this from bad reason - proposing this for being a Chief of some department and to became some kind of legal racer is not a good motive to me.

Anyway about the idea general - it is possible to catch suspect in super cars but it requires a teamwork from cops. I will always encourage that instead of solo chasing between suspect in infernus and cop in coquette. Btw as I saw today you manage only to keep up with me in your infernus. I can do the same job with police cruiser. To be honest in all this days I worked as cop I had more troubles with jeeps and pickups then with super cars.

And if just looked up you would see Hawk's opinions about this. So you are not the first one who came up with this idea

Considering the return of the car hp in the close future the chases won't last as now even if the suspect/criminal has super car.

About the high speed chase division, we are still small to think about another sub but yes the idea is good and I am almost sure that it will be implemented in future.

As always Chief have final words about this so my supported/not supported vote doesn't matter here. But after our talk today I certainly hope you won't be in charge of this sub-division if this ever lives up.

Ant just a reminder: This is just an idea, if it would be implemented in to server, changes will be made! and once everything is running smoothly, still you can make changes...

as I already said this would modify the LCPD . . that's why you must have the Chief's authorization first. Without it you basically can't do anything.

Actually as far as I know, you dont need a developer approval, but Chief approval because like said in previous posts, something like this cant be implemented without consulting with LCPD because what this division wants to do is to enforce laws and enforcing laws falls under LCPD and FBI jurisdiction. And like yoske actually mentioned, LCPD can manage well enough without supercars. Better focus on teamwork.

P.S LCPD has Maverick which is faster than supercars and doesnt have to fly on roads. It can't be used for ramming but it can be used to coordinate roadblocks etc.

There is no need of super cars and sub-division using them.
