I dont see why to make a new rank for this, whereas make this for a rank is better imo. Just restrict it to maybe Cadet or Officer+ because it needs responsibility to use it, rather than to just use it as a patrol vehicle. Its a cool idea.
Long story short,
Police 4 door cruisers = Patrol/Pursuit Vehicles
Sport cruisers = Hot pursuit

Or maybe another idea is that if it shouldn't be restricted to a rank, have it restricted in a way that, if there are no suspects on, then its un-accessible. Or if there are no suspects on with a RHL with 10 minutes or more, then its also un-accessible

My view about such sub-division is totally different. There cannot be a new rank or such. I don't really like the idea about putting aside such sub, making it something different. The high speed sub-division (or HPD as you name it) will be established in LCPD which means that every one who wants to be part of it should apply first and after his approval choose whether to work in it or any other division (excluding NOOSE as it is invite-only). That way every LCPD member can choose the sphere he wants to develop/work. Such division will focus on special training of car tactics and maneuvers accompanied with teamwork (which is essential) instead of shiny super cars.

thats what im talking about! I have no understanding what sub-division means and all that politics.. and im not really intrested where you will use this idea, as long as it is in use, and players are restricted to it by their FPS capabilities.. once a player meets the minimum requirements, then the trainings can begin.. (im trying not to re-write whats in the original post)

I heard rumors that something SIMILAR to this been poseted few times, and i heard that you HAWK are in no rush to implement such thing. I question you, why? Why delay such great idea?

LCPD trains teamwork. We are training people who are applying to the LCPD for officer status, the teamwork. Teamwork is one of the priority's we are training about. If everybody rushes one by one on the suspect, then we have no chance. If the teamwork gets developed, we wont need any super cars to take the suspects.

Tell me about it.. just TODAY.. i was cop.. killed 2 suspects.. and 1 suspect killed me.. i spawned in hospital. there were 5 cops besides me and 1 criminal. I niceley asked on radio for someone to pick me up from hospital.. twice.. then the criminals was killed.. then i waited, and asked 3 more times for a single coper to pick me up. And there were no criminals on! What a nice team that is.
Back to you ranks. Yoske, the Chief of LCPD was on aswell, who also, ignored my request. It really felt like LCPD is just a NOOB police group to play coppers and robbers. Its just how much i got dissapointed. On other hand, i should have posted this somewhere else as a complaint. I guess ill have to write this complaint to hAWK.

Okey, back to this topic. I doubt that your PERFECT PLAN to train every copper to Chiefs will work out.. i really really doubt that teamwork will be achieved by every day players in lcpd. Its a very VERY long shot, to train all... HPD would require more specific requirements and this very demanding teamwork wount be top priority. As just following a suspect at high speed, eventualy (30-60 min? chase) will eventualy lead the criminal to make a silly mistake. and HPD wount lose a suspect from a sight at all.. or if so, just a little.

Basicly, a supercar-runner, wount be able to finish his /rhl when HPD is on his tail.

You asked two times during the pursuit, when we killed/or whatever happened to suspect I was passing by gun shop, on my way to hospital when you wrote (that was your 3rd message not 5th) something like: "will some f***ing cop come to pick me up", so I just turned to PD Dukes. Guess the other cops from same reason didn't wanted to pick you up. Once again you showed your bad attitude. And I am not Chief of LCPD, I understand you feel angry and a bit powerless but no need to provoke.
If you are more active in-game you could see that teamwork and good understanding has been built between officers and freecops. Patrolling together and helping each other all the time. And don't blame LCPD cause some free cops don't RP and only chase the money or to kill someone.

Even with a team work, super-car runner can EASILY outrun you in stright lines.. taking highway roads from 2nd, to 3rd city.. he will be gone in no time.. and /rhl ticker WILL be going down.. You can have your trained team things in 1st city (where 90% of criminals are) or in other citys if runner is in an average car. But dont try saying that your teams will cach up with supercars, stright line runs on highways..

If that's not enough, if police and FBI can't handle situation on their own after some time, then the NOOSE will come with Patriots and Annihilator and break the sh*t out of him xD Also, as I mentioned before, you forgot about FBI and theirs Buffalo's. They are quite a match for some faster cars. Also, you didn't even read LCPD procedures, and don't know that police officer can take a state car ( Let's say supercar ) if the regular police cruiser can't keep up with suspects car.

When was the last time you saw a Noose on the server? It makes me angry when people talk theory, not facts..

And as for free-cop taking super cars to chase super cars.. doesn't sound right, does it? That's why i post this topic.

Maybe you should get your facts right. hAWK, GunZ and KerbeRiko are all NOOSE and are all active in game.  If they are not on NOOSE duty then they are probably not needed to go on duty. And dont day catching criminals with supercars while driving police cruiser urself, is impossible. It is not. The suspect may go out of range for a while, but the straight road do not last forever. I have caught such criminals with police cruisers. And police has got its own Maverick, they dont need NOOSE. The current system wont let rhl to decrease when cops are near. So its enough when LCPD maverick is tailing a suspect until cruisers get there or something else is organized (calling NOOSE, cooperating teamwork ).

I do not recall saying that we will need trained cops. I said that different type of high speed training will be required. Not a strong team effort training as in LCPD, but HPD members will need to be aware of team tactical approaches as-well as standard HPD training.

As for helicopter tailing the criminal. I believe its not as effective as car-on-car action. As supercar runners can start using them turns between sky-scrapers and accelerating fast out of turns. And there are overhead rails, which are effective to use them as a hide-out (used myself) for few minutes, until the cops cach up.. Best of all.. runner can simply stop, and helicopter will fly by..

Okey, i would not say its impossible to cach a super-car runner (due to many factors listed in my essay above) but a runner has a much greater chance to reduce /rhl than escaping from equal level vehicle.

If we would look at statistics for the moment.. how many hot runners manage to escape simply by going to 2nd-3rd citys.. I believe, that if a runner gets away from 1st city with his high performance PC and car, hes a gonner... so LCPD gives up on him, and concentrate on other criminals that are in 1st city. And i think thats fine.. HPD protecting high speed citys such as 2nd and 3rd, while LCPD can concentrate mainly on 1st city 90 percent of criminals/action is. (Im repeating myself...)
