2. Opened a banner service on Argonath Webs...

Allowed advertisements:
    * Argonath RPG related clans and RPG groups
    * Argonath RPG business of Vice City and the States of San Andreas
    * Argonath RPG Events of Vice City and the States of San Andreas
Properties:
    * Banner size. Top of section: 200x120, Left/Right Modules: 170x100
    * Image type:  gif, jpg, jpeg
    * Links to  the clans/groups webs and forum business/events threads
