For safe driving in Liberty city we need to precisely state what a highway is.
There is a section in the law topic that defines what a highway is.

Highway is a road including four (4) or more lanes in total and that are either going the same way or in opposite direction (2 double lanes)
..
In my opinion this definition needs to be expanded to:
Highway is a road including four (4) or more lanes in total and that are either going the same way or in opposite direction (2 double lanes)and that isn`t crossed by any other road in the same level, does not contain traffic lights and has dedicated slipways to move traffic to roads that are in different levels.

Also I would like people to help me change the definition to make it more understandable for people, maybe it needs something added etc.

I think that there should be some other ticketing system for trucks and heavy vehicles. There is much difference between a car and a truck who goes through town with speed of 80 km/h. Cars are lighter and can break/avoid with ease. But as for truck, I think that is not the case.
Maybe we should decrease limit for heavy vehicles on road to:
- 50/60 km/h at public places
- 100 km/h at highway
