The bill gives them the power to shut sites down outside of the US if they infringe any US copyright.

The majority of sites would be affected if they infringe at any point, regardless of their location.

Actually they will be available to block the DNS (Domain) so for example if a site was to be blocked, you wouldn't be available to access the site from the domain ex: www.name.com but from the server's ip. ex: http://1337.1337.1337.1337 but I hope they rather not go with SOPA or PIPA because a lot features on many websites will be disabled, for example Vevo will be the 'monster' of Youtube, while videos on Facebook might completely be disabled or filtered for Copyright and shit.

Sorry I wrote that message in a rush on my phone.

But they do have the power to block DNS, which would make it difficult to access the site.

What I mean is that they can shut down and US site if they so much as link to an infringing website and they can the take out legal action against the site, of US origin or not, simply for copyright breaches.

Clearly they cannot shut the site down themselves if it is not under US law, however the legal actions would be incredible.

thepiratebay is a golden example of this, not even swedish law can touch that site (it was created and is hosted in sweden).

And even if Sweden gets a similar law, Piratebay could always just buy an oil rig in international waters and host the site from there.
