They can do this, though.

By our law he did nothing wrong. In fact, he has basically done no different to Google: providing links to websites that contain copyrighted material. Another example of our Justice System failing to protect its own citizens.

If extradition was a viable option they would be doing it 24/7, all the time, not just after a retarded bill gets passed, the bill doesn't change any international laws about extradition, I don't even think it mentions it.

You seriously think Youtube, Wikipedia, Facebook, etc. wont move their servers to say; canada? europe? asia? australia? africa?

While they all do have servers outside of the United States, the vast majority of their infrastructures are located within the United States. Not only that, but SOPA and PIPA would give the government to block not only websites, but also all sources of income, as well as forcing said websites to be removed from search engine listings.

Facebook and Google have entire teams of lawyers that they can afford, and that can fight to the death if such an issue arises. However...

  • Youtube would simply not be able to function. Hours of footage are uploaded every second. It would be absolutely impossible to watch and approve each one. Moderator teams would not be able to respond quickly enough, and many copyrighted materials are distributed on it even today. Because of this, the site would have to be closed down, even if there's no court order against them, as all user content uploaded on it would be Youtube's responsibility, not the users'. Worse yet, if a court order targets it, all sources of income for Youtube (and subsequently a good deal of Google) would be gone. Youtube might as well not exist.

  • Wikipedia would not be able to function. Wikipedia relies on a legal infrastructure to survive. The use of copyrighted materials for commentary would become a subject of controversy, and could also cause Wikipedia to go dark, as illustrated by their blackout. If something looks like infringement to the wrong judge, many will be punished for the actions of few.

  • Small businesses would not be able to function if targeted. Unlike Google, Facebook, and Twitter, small businesses do not have entire teams of lawyers they can afford. Legal consultation would drain their resources, and even if they were found not guilty, the legal fees could be enough to shut them down.

  • Startups and innovation would be stifled. Crowdsourcing, collaborative, and/or user-contributive technology would be popping up less and self-censored within the United States, as content on those websites and technologies would become solely the operators' responsibility, not the users'.

Many countries also have diplomatic ties to the United States, and use its policies as somewhat of a model. If SOPA/PIPA were to pass, there would be the potential for such policies to spread around the world, and be used as justification for the censorship that already exists in countries like China, and the oppressive regimes of Libya under Gaddafi and Egypt under Mubarak.

Tampering with DNS would also cause international issues on a large scale. While the intention is to block these websites within the United States, DNS is a complicated system, and in its current form, SOPA and PIPA would cripple international DNS. For example, to block a .com domain, Verisign, the registry for .com domains, would change their records for that domain to point to a government seizure notice. Because these registries control these domains for the entire world, that domain would therefore be blocked for the entire world.

Now, copyright holders already have methods of maintaining their rights as copyright holders, for example the DMCA and PRO-IP Acts. However, these big studios and record labels, etc. will only go as far as we let them.

tl;dr While this would initially cause a large impact within the United States, don't think you're completely safe. These bills will eventually affect everyone, and would cripple the Internet's reputation as innovative and free.

It's not so easy to move entire farms of servers, nor is it easy for an entire corporation the size of, say, Google, to move countries. Also, the integrity of the global DNS system would be compromised.

Not really. A democratic nation passing such a law would probably influence other nations to pass similar laws. It would just become a game of cat and mouse, corporations moving country to country.

Seeing the huge amount of money that can and will be generated from major companies changing countries, I highly doubt that country would add a law that draws them out.
