If you already have GTA San Andreas all you gotta do is:
1) Go to www.sa-mp.com
2) Click Downloads on the left side
3) Download the SA-MP client installer(SA-MP 0.3d R2 Client)
4) Double click on it
5) Click "I agree"
6) Click "Install"
7) Click "Finish"
8) Profit
