Seems like he is a new cadet to the SAPD to my knowledge. Hopefully the academy will teach him a few things.. :)

  I don't see anything wrong here. Since when does Jim represent SAPD in its entirety? All he is doing is giving an example of how he would report the situation. (Ok, he might be a bit forward saying " do it this way".

You can report on the radio how you like. There is no set regulation or template in SAPD at all.
