It's easier for you to simply join the CMB team because in one way or another you'll end up needing them when a player has successfully completed their test. And no I don't believe it's possible unless you are under observation.

LSDS ran a driving school without /ds or /givelicense rights for months. You can't say the same thing can't be done for a CMB-like organization.

A log check would prove or not prove but administrators do not have that sort of access so that is why WE can't be sure. Just have to take official CMB members words for it if any insecurities arise.

I get what you are saying but I do not see any organization here. I only see a single person with the will to give out private lessons and that is exactly what you can do by being part of the CMB team, the whole process of giving somebody a passport test is already extremely 'private' and there is nobody standing next to you when you are officially part of it.

If you are looking to create your own CMB organization then I take my words back.
