i think he can return back the money if you dont Start or you he doesnt say go , if he just say go he cant give back , he must continue.
But its not really a scam , its just a looser dealer.

But as for the original poster, dude carlos didnt ask you to go, and none of your screens even show him returning the cash, plus it looks like he was a player not a dealer in the first place, seeing hes asking carlo what games...

This can't be classified as scamming. Whatever the reason was, Carlos never rolled after you did, he gave you your cash back, thus there's no scamming involved (you don't know if he had a 6 after rolling after you, so you can't say you won...)

call him a bad guy for ending it or something (perhaps the reason was running out of cash to give you incase you'd win, not just table switch) but don't call him a scammer since he didn't scam you.
