Firstly you need to change your resolution man. You can only do this in single player. Open up the game, and go to display settings under options. There change the resolution to 1920 x 1080 or whatever the highest your monitor gives. Then close down the game and next time you start VC:MP it'll use this resolution.

Also, download VCVE here (hopefully the links still work). It's a compilation of visual enhancement modifications.

Did anything happened previously? Did they even try to interact with you and all you did is escaping from them and ignoring roleplay? If this is the only scene happened than the one who shooted you like this deserves a heavily punishment. But if you just ignored the roleplay and all the time ran from them like this, and you croped the video... you're clearly witch-hunting, which is bannable.
