Pier 69 has had 10-15 houses set there over the years, because that's how the place is meant to be. 170k doesn't even correspond with that whole property.

In San Fierro most of the houses got like 2 3 doors but just one is funtional with icon. There cant be a property for each door you see.

Apart from Mazen's house Pier 69 already has multiple properties set on one building. Because, as I said, the place is meant for apartments/rooms, hence why there are even so many doors.
