Try switching to another browser?
Also, please give us a full screenshot of the 'processes' tab on Task Manager (Alt-tab)..

Intel P4 is a Single Core with HT

Sometimes the main problems is a bunch of useless shit starting on startup
Open Run type "msconfig"

When msconfig opens it will be tab "General"

Select the radio button that says "Selective Startup"

Switch over to the "Startup" tab

WARNING You can fuck shit up here, proceed with caution WARNING
Uncheck ANY programs you do not need on to be running on startup

You can do the same with "Services" but you will be doing a lot of googling

*My Startup*

These are the only 6 programs I need to start when my PC boots

If you don't know what a program is/does I suggest you google it before disabling it on startup

I also suggest this program to you, actually I suggest this to everyone having Ram problems
http://www.koshyjohn.com/software/memclean/
Memory Cleaner

I'm using it now even tho I don't need to as without it my Ram usage never goes above 24% when using it

No I don't play anymore

Download HijackThis, http://www.trendmicro.co.uk/products/free-tools-and-services/ this may show if anything malicious is causing it. If it doesn't it seems we have eliminated. Viruses, Malware... and the problem may lie elsewhere.
I already have that program.

Dude, If you're playing SA and if it goes to 90% its normal for a Pentium 4. I remember having a Pentium 4 PC not sure why but its usage showed always above 90% and still it was way faster than my friends dual core computers, however I wan unable to run few games on it due to graphics being only 256MB. Even now when I check, My pc shows usage around 24% but RAM usually shows 50-90%, Don't think thats a problem, as long as you're able to run stuff properly.

This is why I use Firefox, with 1 tab open it sits at 20MB(Custom Settings Tho), *dat ram usage*

Since you have tried everything we have posted and what Matt has said is 100% true
It's time for you to start saving up for a new build

An ''illegal'' / downloaded version of GTA SA Could create this problem, make sure you'll have an legal version of GTA SA.

Pentium 4 is fairly outdated now, don't get me wrong, it does the job, but in a couple of years maximum, I'd advise upgrading.

Try defragmenting your PC, the system defragmenter should be in;

>Start Menu
>Programs
>Accessories
>System Tools

HOWEVER, I advise downloading defragger from HERE, it is a better tool.

Your processor may be working hard, but if all your data is spread all over the disc platter, it's gonna take longer.

Imagine putting together a PC, if you need to find all the components spread over a warehouse, it'll take ages, but if they're all in one spot, everything will be quicker. Defragmenting places everything together in clumps.

Get your facts straight, an illegal / downloaded version of GTA SA could always contain >hidden< files which do not only make players being banned but aswell make your CPU get high.
