The idea is not to make fun of the stereotypes themselves, but to poke fun at the idea of the stereotypes under which people create them. For example, if someone goes around saying all ARPD Officers abuse, that would be a stereotype because it's not true. Poking fun at the idea of that stereotype makes people think and realize that it's not actually a true statement because the stereotype is put right in front of their face, but it also gives them some comical fun at the same time to enjoy what they were just presented with.
Think of it as laughing at those who believe in the stereotypes, rather than those who carry them out themselves.
