What you fail to account for is not the value of the property itself, but the potential lifetime income for Phil's Place. Ammunations make incredible amounts of money on a daily basis. For example, Marcell is pretty much pulling 30k/day from the NPM ammunation.

You also fail to account for the property system, which essentially allows a business owner to pull free, infinite stock from their business.

Lastly, you fail to account for the other competition for arms businesses, mainly due to the points above. Everyone wants a business that makes large amount of regular income, and anyone that can afford it will try to buy it first.

tl;dr As long as 1.9 is still the main gamemode, you're likely never getting this property.
