On a more serious note, I would rather say the government is stupid, than the people. There is a reason "politician" is synonymous with "stupid" in several parts of the globe today.

That would imply it follows the strict definition of a democracy. Canada for example is considered a democracy but if you really look at the system, if the ruling political party has the majority of the seats in the house of commons, it can do whatever it wants and no one can do anything about it. There is no true democracy just as true communism does not exist.

My country as well is ostensibly democratic... but the power is kept between the politicians.

Yes, we can vote. But who is it that decides which candidates we can vote for? The government.
