What about newer players? There are many of those newbies nowadays that wish to create a gang with as less expenses as possible. They might not be aware that the guns might be hacked or anything like that. So what, they will get banned because they bought a weapon that was hacked? Please..
Newbies creating gangs are in the minority, which good we must place second to the general populace.

Also, what if hacker is a regular?
Banned with less chance of unban, and some assets removed.

The most important part is interacting with others and meeting people from around the world.

They'll be banned. Obviously.

What was he asking? How do we tell if a regular was hacking?

He wasn't asking what would happen to the hacker, he was asking "what if the hacker was a regular" in response to Gandalf's point that those that who are not suspicious of new players selling guns deserve the ban.

If you choose to buy weapons from other people - that is fine. But if those people are hacking weapons and selling it and it is seen that you did not take any adequate safeguards to check if the person could possibly be hacking - then you will be held accountable for aiding and abetting a weapon hacker. Bans will be placed on such people, weapons will be removed from storage and a minimum of 1 month ban will be made.

Then admins who failed to catch the hackers should also be punished and banned. Admin team lets people hack, but players should be held accountable?

Catching hackers is a job of the administration, want players to do your job - give them admin rights and access to logs.

It's the side job of administration not the main one. Yes people slip through the net from time to time that's because we cannot suspect everyone or monitor everyone 24/7. Sifting through the logs for these hacks will not always be as obvious at first glance either some are somewhat 'smart'.

I doubt the player will be banned if they surrender the hacked weapons to an admin for disposal. Unless we develop a fool-proof anti-weaponhack system on SA:MP, then hacked weapons will get through from time to time.

People who are banned for purchasing hacked weapons, let alone from clearly obvious dealers such as a guy selling 2,500 M4 for $5,000, have earned their consequences through lack of common sense.

If anyone with at least half a brain saw someone selling suspicious-looking white powder in an alley near the police station, I doubt they would buy from him because they are looking for baby powder or flour.

Of course, this does not mean I support the bans on all innocents involved. I am merely pointing out that common sense (which in these days is becoming more of a superpower) can prevent plenty of these mishaps from occurring.

The most important part is interacting with others and meeting people from around the world.
