Since people stopped RPing and just blasted him with a SPAS?

I did not.

I approached him, roleplayed with him and then he started to run and I shot, of course....

Plam, I accepted the hit on B@D_B@Y or something. I approached him at Esplanade North, San Fierro. Tried to roleplay with him even if he avoided it. I roleplayed everything, then he ran off and I shot him. It was an official hit, set with /sethit [ID].

Pest_Killer was probably already spectating us since I got banned after two milliseconds.

This was mainly due to Plam and I think that all of us that want this to stop owe him a great deal of thanks. It just takes one person to change things and Plam and the admin team are tackling this the right way. These people have had there chances but now it's time for business.

Plam, instead of temp-banning them you should go somewhere (Like Disneyland, Mordor), teleport them to you and explain them how they should act, to start RPing instead DMing and etc. Punishing them won't have effect, just more negative things like madness and swearing Managers+ while reporting you. Trust me this is an advice.

I myself think this is no good way.

Because I believe they will behave like angels underneath the eyes of an admin. but continue when the admin left (the scene. not the game)

Or perhaps we could make a LOST scenario on NAP. with the planes removed. or maybe add an island as the new admin jail

So you want to tell that every player who starts a shootout is a new player and regulars are only protecting themselves ? Go and tell that bullshit on other servers where they may accept it.

New players will always follow the examples they see. If they see regulars driving around and shooting blue dots or 'enemies' then that is what they will do. If they see a good RP, that is how they will play as well. So by having a negative attitude and shooting at everyone that is not in your circle YOU are causing the problem. Want to solve it ? FIX YOURSELF OR GO ELSEWHERE.

You are implying that all shoot outs are caused by bad RP or rulebreaking. I have seen a fair number of legitimately started shootouts that are not spawned from rulebreaking / DM. If you feel that all shoot outs are bad then why not just be stricter in regards to stopping them / restricting the accessibility of weapons?

Well I'm not against any of this. I just got banned for flaming admin team related to Hugo's ban. It's valid though, a CB rage ended up bad.

Since when do you get tempbanned if you kill someone after you accepted a hit on the person?
When :
- admins overlooked the hit had no reason
- the hitman shoots a player without giving him a way to defend
- the hit was set as revenge

How am I supposed to know that the hit was an abuse? An admin should have cancelled it as I can't see if it's valid yes or no.
What do you exactly mean with your second point? I roleplayed my weapons, he knew there was a hitman after him, a man taking a weapon... That's maybe a hitman. And he ran off, so that's why I pulled the trigger.

If that now happens, shouldn't the guy who SET the hit get punished, because the one who accepts the hit is only money hungry, and have no idea if its wrongly set or not?

Your exact comment was that admins force people to lie in their unban requests.
That is a complet lie by itself, nobody is forced to lie.
Of course if they are not accpeting their ban and are not sorry for being banned they may feel forced to lie, however that will result in a new and longer ban unless they learn to change their attitude.
As for things like hacks, money cheating or ban evading we never force people to lie. In fact we do have in almost every single case compelling evidence that they committed what they were banned for, even if they attempt to convince their friends it was invalid in order not to lose face.

We have a conspiracy theory going on, Illuminati anyone?

When a friend is banned and you feel it isn't right or someone is punished and you feel it isn't right, then just screen shot it and send it in via email. Even if it's a UC that could be an owner, send it in. I am sure they would look at it, especially if you put it together well and were reasonable about the case.

Tempbaned people are always regular players, and regular players do know what is rp to not mess it up . But yet knowing them self's they rulebreak they try relay on luck and hope at that certain point admins do not watch how they do it,and if they do,they eat a tempban and take it as a lesson for future.

did i say that only new players starts shootout? i said about everyone - i said they start shooting and we shouldnt die beacuse we need to teach them.. we protect ourself then we teach them, plus i still dont understand that excuse.. they must accept the rules twice before registering and it says exactly do not DM
and yea i agree about the last part, we should fix it and start rping more often instead of dming more often, if you just been active on uc accout or w/e you could see whats going around here..
plus i always drive around with my infernus, i wont say names or w/e but i just see people coming to provoke each other with full armour and spas in hand starting flaming him in "rp" way to get him mad or get suspected, then what? they get suspected and cops come, they have shootout and civilians starts shooting them from behind when they have no reason to do it at all..

I didn't even expected to be banned for that, I looked at it as personal point of view that means no harm to anyone.
