Cop's spawning positions

Shouldn't cops spawn at the main hq where the jails are, and they start inside the office?

But detectives are the ones that work behind the desk, thats why I spawned them there.

Cops usually work on patrol and stuff, I put a lot of thought to that so I don't think you're right. You seem to be just shooting ideas.

Have you seen the movie "Training Day" with Denzel Wachinton?
Or Miami vice or any other american movie with detectives?
Detectives also do cop work, some times the only way to investigate is to bust crocks in the street.

Yes you can, just not random like in MTA but you can, there are 2 detectives spawning on the same place.
