Why cops are allowed to return after death?

Well I ask this question not because I hate cops or don't want them have so much power but I don't get a valid answer I get like a "deal with it" which isnt actually helping me.

Any help would be appriciated.

Basically:

When a cop dies, his character dies and a new cop comes in his place to deal with the criminal. They can return as this new character.
A criminal is a very specific character, when a criminal dies it is too unique to be replaced, thus they can not return.

And prevent from criminals killing each existing officer in the server and then simply roam around as suspects while officers can't do nothing about it.
