Replaces textures for worse ones, I mean, some ones that the Computer doesnt lag much to put it work.
Yes, it also removes some texures to remove the lagg you get by them.
This is only if your San Andreas laggs, not for the hell of it.
If your San Andreas runs fine, and doesn't lagg then you don't need it.
Me, i like my game with no lagg, even though my computer runs San Andreas fine with or without this, i like to know, i won't get lagg.
