Recently, we in FBI Command Staff have been getting more and more complaints about certain individuals using the
/c stealth function in a manner that has been found to be less than fair. As such, a protocol governing the usage of stealth has been drawn up.
For security purposes, the protocol as a whole cannot be released to the public. However, as we seek to cooperate with the public in persecuting any FBI Agents found to be rogue, I have decided to release two certain provisions of the protocol, which is as far as we can go without compromising the well being of the FBI.
II. For what should it be used?
- The main purpose of stealth is for intelligence gathering operations. However, it may also be used as a safeguard for evening the odds when engaging in combat with dangerously armed criminals, as the FBI lacks firepower on the level of SWAT to back up its arsenal.
(with regards to the vast amount of criminal firepower)
a. Stealth may NOT be used on regular patrol
- Unless an FBI Agent is gathering intelligence or facing overwhelming odds in a combat situation (which will be elaborated on below), all usage of stealth is strictly prohibited until ordered otherwise by the FBI Director.
(This provision means Agents who misuse my name for the purposes of faking authorization can be persecuted.)
III-c. Stealth may be used in SOME combat situations
- The usage of stealth in combat is allowed if and only if the ratio of FBI Agents and suspects is lesser than or equal to 2:3 (or any ratio with a value <= 0.66) and if the suspects possess heavy weapons (i.e. stubby shotgun, sniper, M4).
Summary:
Stealth may NOT be used if the Agent-Suspect Ratio is above 2:3 (two thirds).
Stealth may NOT be used if the suspects do not possess any heavy weapons.
An exception to this are hidden snipers
(the most important part of governing /c stealth usage in combat)
III-e. Exceptions
- For all administrative purposes and ends, certain commanding officers of the FBI are inherently exempt from the above protocols outlined. These are, specifically, the FBI Director, the VCPD Chief, the VCPD Deputy Chief, and any individual superior to the aforementioned officials in the chain of command.
(this provision is included so as to not hinder us from observing our subordinates)
By releasing these parts of our protocol to the public, we in the FBI Command Staff look forward to cooperation with the rest of Argonath to ensure that our Agents do not misuse our arsenal behind our backs.
Reports against violating Agents can be sent to me in PM, or posted in the VCPD's
Report to Leaders (VC:MP) board. However, these reports must have substantial evidence, or they will be dismissed.
