Only Dino is, but that's because he's either equal or above the rank of manager. He also only has permission to lock topics because he's the manager of that servers section. So to become a forum moderator you must be a manager+

I am not forum moderator. I have moderator functions only at property board cause Batta and Rami needed help with it

As Yoske said, my forum-moderating rights are only for the IV:MP Properties section to arrange & handle it.
