Your first image shows no relevance to the second image, however the second image can be used to punish the officer in question, Gustav_Vasa.

I think the rule is that you cannot handle drugs (while not on a mission/call) during your police duty. Otherwise you may get copbanned.

A police officer shall not be under usage of any narcotics while on policing duty. One shall not also be under influence of alcohol whilst on policing duty.

Failure to follow those rules shall result in a duty suspension or further punishment from the SAPD Command Staff.
