I did install CLEO 4 first then ELM 9.1 succesfully, but it just wont work ingame, i mean i press buttons and all, but it doesnt enable it or open the menu.. I have Windows 7 64 bit

Probably you messed up at some point of the installation, I recommand you to redo the whole process by following instructions from any installation guide on youtube.
