I believe. What can happen is that you must download a downgrade patch to make it compatible with SA:MP.

If I remember properly there was somebody saying there's no way to downgrade SA on steam.

There is. It's just a matter of legally replacing the executable with a U.S. 1.0 No-CD one. You just can't run it through Steam if you do that.

That applies to both VC and SA for VC:MP and SA:MP.
