I take it you're new here? One can not simply host a Euro Truck Simulator server, they are hosted by the developers of the multiplayer client.

ETS2MP never had the option to set up own server - all servers are the developers' own.

Yo, a question about ETS2, my truck doesn't go over 90 km/h , i searched and they said that i have to turn off 'speed limiter' but i didn't find it in options, anyone got a clue?

You can remove the speed limiter from the gameplay settings by unticking "Truck Speed Limiter": You need patch 1.4.1 or higher to use this setting. If you're using an earlier patch, there are mods that let you do this:
