And that leaves the only option: Remove guns.
Norwegian strict gunlaws didn't stop Breivik. You're again missing the point.

You know you're wrong if you hide behind your invisible powers you never had in real life. Those who watch me will entirely understand.

Why do I do what I do? Because I know you won't stand someone opposing you. And because you know you can't prove me I'm wrong.

Norwegians actually have really strict gun laws. Even Police Officers dont carry guns with themselves ,they're allowed to take them from the station or the car only when the situation requires to do so.

Interesting that they keep them in the car, all but one regular territorial force are unarmed here. They are not even given training on how to use weapons. Each force has an armed unit, and are not allowed to patrol (apart from in MPS).

And that was the first time it happened on Norwegian soil. We're talking about 20+ mass shootings in US p/year.

Yes, there was a mass shooting in Scotland quite a few years ago, I don't know exactly how many people were shot dead, but the fact is there would be more every year if it werent for strict gun laws, as Dolfa said, America has 20+ each year, countries with strict gun laws have much less or none at all.

That doesn't take out the fact that it won't stop them at all. It's the same as fighting piracy - it's just too much and people will find their ways.

Also, remind me when was a last time mass shooting in Russia? They have pretty liberal gun laws.

With all the people posting for the removal of guns, think of exactly how it is to be applied, if undertaken.

Keep in mind that a vast portion of the arms stockpile also flows through illegal owners, basically limiting the government's capability to track them. Should a move be undertaken, there is also the safety concern of threats from those who still have illegal guns (and there will be a lot), as the legal ones are being purged.

The most important part is interacting with others and meeting people from around the world.

Re-read the problem given:

Keep in mind that a vast portion of the arms stockpile also flows through illegal owners, basically limiting the government's capability to track them. Should a move be undertaken, there is also the safety concern of threats from those who still have illegal guns (and there will be a lot), as the legal ones are being purged.

Your case is best implemented in a scenario where the removal process has already been completed. However, if you are going to remove guns from the system (not including law enforcement), then there are two concerns:

1. How to remove guns with little or no paperwork, such as illegal guns

2. How to protect from the threat of mass shootings while the removal process is still in progress

The most important part is interacting with others and meeting people from around the world.

Russia doesn't have a bellicist culture. And since you can't suddenly change the way of thinking of a mass of USA people, I guess gun laws are the only choice here.

You just need to regulate things well. I would never ban cars :3
