Regarding this issue with Passports and Licenses:

You get them automatically if you (are):
# part of a organization that requires you to have them
# graduated from the SSDS (which most probably have your name in their database)

Those are the options. In both cases you might just contact your fellow leaders (which are anyways administrators+).
Or any cmb or ssds examiner to give you the registrations. In both cases you still have to pay the full fee. (Which will be announced)
