The way I see it:

Cops set the cabin on fire, he either faced running out to a hail of gun fire from law enforcement or being cooked alive, he probibly decided to shoot himself in the end before he got BBQed or 200 bullet holes in him.

A "I want a promotion so I'm going to kill the most wanted man in America right now" rookie cop.

His manifesto makes quite an interesting read and if what he has outlined in it are true then I understand why he would be compelled to do this, not saying that what he has done is the right way to do it.
I believe his firing was also wrong, but the way he reacted to it didn't justify it in any way. Two wrongs don't make a right. He made quite a few more than just two...
