You can always hear the radio. If you cannot hear it, it's probably because the radio files were not included in your game installation (meaning that your game probably consisted of a compressed GTA torrented and written on a CD). There's no way to fix this unless you get a new disk that actually has the entire game.

Should have just purchased the game legally and these problems would never have arose.

There's actually a problem in many countries where the 'CD Shops' are selling torrented stuff on CDs and DVDs and its a very successful business because there are no anti-piracy laws to prevent this. In fact, its far more difficult to find places which sell original stuff.
