Then how are players meant to recognise this, as they will have no clue as to how long the player has played.
We can see it from his actions and the way he plays.
Nice to hear that :)

Glad to see the heavy penalties those scammers receive. Even more glad to hear that we're moving to a new server soon. Brilliant news!

As Monkey says we need more clarification on what is meant by the term "new player".

It depends on players... If you take one guy that is registered since 2 months but he played only 1 hour and doesn't have a passport then he is still considered "new". It depends on player experiences and their knowledge of what happen around them.
Then it will be different for each individual player and cause confusion. The term needs to relate to all players regardless of how quickly they can pick up the server. Each person's interpretation of what they think is a new player will be different from the next's.

Baron all reported casino scams will be dealt with as soon as we are able to, and the money will be returned in the case that it was a scam once we solve it.

Well i dont really think i scammed anyone and i am not even gonna think of it but i have a question. I have 2 other brothers playing on Argo, one does not regularly play i mean sometimes he plays, and the other one does not even play samp, in the past month i think i needed someone to hold a property for me so i asked my brother who's barley active that can he hold a property for me,he said yes, so with the help of a admin i sent money to the account "Thorin" and he purchased the property, then in a couple of days i told him to sell the property and transfer the money back to my account. And it was all done, now i dont have anyone holding properties for me. So the question is, am i gonna grt in trouble for sending money to my brother's account and telling him to hold a property for me?

In one or two days we will move to the new server, which means all logs of the past time will be once again reachable for the management. The logs have been recorded, just access has been near impossible. This brings me to put out a clarification on our scamming policies and a (not so) friendly warning.

Scamming is allowed only between regular players and with respect to illegal deals.
This means that a scam in case of a drugs deal between veterans will not be handled by the management. However if a new player is scammed out of his/her  money in whatever kind of deal the scammer will be punished.

The questions rise from the beginning paragraphs of the topic, and yet there are no answers (replying right after reading the OP) - What is considered "new player", and when does such "new player" transform into "regular"?

Why do I do what I do? Because I know you won't stand someone opposing you. And because you know you can't prove me I'm wrong.

EDIT: After reading the following post and a couple above

It depends on players... If you take one guy that is registered since 2 months but he played only 1 hour and doesn't have a passport then he is still considered "new". It depends on player experiences and their knowledge of what happen around them.

How do you plan for "scammers" to determine whether its a new player or not? He could have passport after a week, then go on a break for 4 months. /whenmade will still show he is almost 4,5 months "old" on the server, therefore it would be safe to assume he isn't new but regular, yet, truth be told, he isn't, not a single iota. Why do you make it even more confusing?

You fail to assume that the said "new player" could just easily come from another server but equally be experienced for Argonath Standards.

Nothing refrain you from checking his activity on the panel or ask an admin. If you are not sure, then don't scam and you won't have any problem.

That's exactly the point, it shouldn't be the scammers' problem. We need to go deeper.

We are currently discussing the definition of "new player". The outcome will be published here so there won't be problems related to "how to find out if someone is new" anymore.

"and the money will be turned in the case that is was a scam" pretend you gambled 100k and you were suppose to win 200k but someone scammed you.. Do you get the amount of money before or after you got scammed?
