They contain no actual content (other than picasa user files)... Just cause you can google "{item} free download" doesn't make it a piracy site. If you consider that piracy; Then Google is the largest:

Google is a search engine, provided results based on meta results via its crawlers. It gets you sites than can provide you porn, and torrent dl's... that doesn't make it a piracy and porn site.. this includes google images...
Google HQ is in the United States; Regardless of its servers location; Had they been considered a "piracy site".... The US government would have destroyed them by now.. which may not be to far out of reach now if Google keeps pissing off the FCC
