I have an idea.
Set up an internet cafe in the game, so if the player was offline, we'll send him a message, that every time you went online, the message read.

supported. Also I would like to add this idea the Talyas idea also . So basically when bank account are brought back, you could do bank transfers in the cafes, too. But yeah , it's not such a big deal. Good idea anyway

To be honest, it needs a new addition to add this feature, where you ll be able to contact people without using their ids. I think if we can create an email system for every single player, just the way you buy phones but you ll be able to do this at internet cafes.

So in my opinion a system like this, if we need to be exact, can be done this way:

Being in the internet cafe will be the requirement for the following things:
/registeremail Email-Name //to register an email account.
/loginemail Email-Name //to see your emails.(We can have more than 1 email for private/business etc depending on rpers' ideas)
/checkemail //to see your emails.
/friendlist add Target-Email note(optional) // To add an email to your list because mostof us are enough smart to remember all our friends' mails. :P
/friendlist remove Target-Email // Adding rights brings remove rights also ofc...

Internet Cafes can become Owned Business places by this way also...

Note that email must be connected to username though it shouldnt appear like /getphone does, only owner of the email by their willing should be able to share their email, all responsibility must left to them.

Optional Idea:

When you are in game, for phone owners, they can receive something like a message that they received a mail like:
"You have just received an email (from Sender-Email)* to Receiver-Email , go to Internet Cafe to read it."
When you have just become online;
"You have (Mail-Count) new emails at(dunno the preposition for this) Receiver-Email , go to Internet Cafe to read them."

(from Sender-Email)* is optional.
Receiver-Email is needed if players will be allowed to have multiple emails.UPDATED

I'm a player from SAMP RPG .
So from my low knowledge I am pretty sure in the internet cafe you would be abled to sent a message by using the guys name ... like /email Kostas Evans bla bla bla.
