Every component you named needs an upgrade, if you want to play with 100 fps.

I suggest looking for a second-hand computer with better components.
Usually saves a lot of money.

2GB RAM
1GB 6yr old I think graphics card, ATI RADEON HD 3600 SERIES, approx. memory 1275MB...

DirectX 11

4GB ram and 64 bit windows!

Your GPU - do not support DirectX 11 (by info @ amd.com)
                  any card with lees than 500-600 Millions transistors in now days are not good (mostly)   
                  Memory Type GDDR4 for best you would need GDDR5 but i guess your mother board do not
                  support that

CPU - Probably CPU with AM3 socket would be better, but im not sure about that (and again - if you have CPU with AM2 socket, your motherboard do not support AM3)

Use google, out there are special pages that compare CPUs, GPUs etc. looks for best price/perfomance cards/procesors etc and buy, anyway probably not something that you really need! if you dont have your own income or your parrents dont support all those finances, better forgot it now!

But anyway - when i was buying my PC, i started with best motherboard and shitty components. You need good motherboard so even after 5years you can put in new cards/chips/procesors. If you buy just some PC with good cards, but with old motherboard, you will regret it after few years, when you want to upgrade, but none of new components will fit it. Ofcourse my motherboard is not new nowdays (2011 i think)

I doubt he will see difference between 60 and 100 fps, as only game says its not 100 fps. That being said, i think anything above 30-40 FPS is something ppl cant really see, but im no doctor so..

That difference is definitely noticeable, play on a 120hz or 144hz monitor for like 30 mins to a hour and then try switching to a 60hz monitor.

As to the issue with the RAM, 2GB isn't enough. I'm 99% sure that your game lags due to the amount of workload that is put onto your RAM wich can't be handled all at once due to the low memory. You should replace them and get 2 second handed 4GB modules or atleast 1. I'm sure your motherboard has 2 slots and support it.

There ya go, there are retailers that still sell DDR2 memory kits or else you can find them online. Since it's DDR2 you can get them very cheap.
