Why is skin restricted for SWAT only?

Why is the light-blue/'freecop' skin restricted for SWAT only? The rumors are spreading that people think that is a stupid idea and I want to get clarification on why just that skin is restricted?

The skin is used on many security firms(used to) and I have usually been used that plenty of times in RS4.1. I was looking for it in RS5, but didn't found it in any clothe-shop and asked multiply times after it in the help chat. It seems that I'm finally have got my answer why it cannot be found.

But the question still remains, why is it set to the less active group ever been created in Argonath? In my opinion, that skin shouldn't be restricted for SWAT usage at all.

As SWAT Leader I didn't want that either, I have been trying for a few months to make it public use again but yeah, so if people think it's because SWAT wants to have it privately for them then that's not the case anymore.

The security guard skin has history in the ARPD. Giving the restrict use for SWAT members is not only unfair but also ridiculous, as I just don't imagine a tactical squad breaching wearing that.
