Problem with GTA IV

Hello guys.
I have a problem with my GTA IV
When i launch IV:MP i get a black screen in the beginning and it  stays like that for more than 15 minutes.
When i try to play GTA IV Singleplayer i get this error.


I reinstalled the game 3 times but still getting same errors.
Can anyone please help me?

I installed a file called "xlive.dll" and when i replaced it it worked.
