But of course admins will always keep having the same shitty attitude and ignore that.

Most people actually got their governemnt faction before their 'admin status'.
Just because someone is an administrator does not mean they're bad in handling factions.

You are TS manger, SA:MP Admin, SA:MP Judge, AD-Team Leader, Stunt Division Leader, Stunt Mapper, Stunt Scripter. Tell me, can you do all these things at once?

This is a good example of why admins shouldn't run a group that need high activity out of the leader. Tell me, if you got the FBI leadership, would you be able to roleplay properly without being interrupted and really go into your role as a FBI director? ( Just a example)

I'm the ARFD Commissioner and MTA:VC VCPD Chief. I was both of those things long before I became a LU Manager. Aside from overseeing the ARFD as a whole, which includes LU FDLC's division, I have no administrative rights anywhere where I lead those groups.

To say that admins run all the groups is incorrect. What you are confusing it with is players who have been around a long time. Many of them have been admins at one point or another, yes...but they have also been around long enough to start and/or lead successful groups.

I'm not against that admins cannot be leader of a group, but the activity between the administration duties and the actually roleplay has to be moderated. A leader can not just stand back  spectating people all day long and think that everything is good. Roleplay is created between player who roleplay and that's why I think players only should have the rights to run groups that are a major part of the actually gameplay.

For example, the leader over SAPD almost never uphold any roleplay between his own members(Because they got other things to do? if, they should't be leaders!), officers are greatly free-roaming around doing their own roleplay when it all can actually be organised(which has happen, but not often enough. Daily would/should be a minimum).
