Sounds like an issue with the international cabling, I'm afraid. Could be that one of the links is down and other ones (longer distance) is used to connect. I am not sure though, will try to look for more possible solutions.

one of my friend mentioned about this as well, could be the possible reason. but its been more than a month(perhaps 2), f*cking frustrating!
