I'm so gonna support this with a example.

2 Days ago we were doing a organized patrol at LSPD and we all got equiped with full armour and some SMG. There were no newbies there. We finished the patrol and after that I logged off. Yesterday, when I entered in game I had the full armour and all the weapons from the patrol that we made. Suddenly I get shot twice with a deagle from a new player who was in police duty.

The statement of "stop moaning and help them" is pure bullshit. Can't you just agree on the fact that most new players are either ban evaders or people who came from a DM server? FFS you can't help them, you just can't.  1 out of 10 people will agree on being taught the rest will just waste your time and then get back on their DM shit. We need serious restriction on weapon possession for new players and that could be anything.

That's not how you read it, cancer can be avoided if you follow certain ways. How can you avoid cancer if you're a big smoker and blame cancer for taking lives of a lot of humans?

DM is a word known by 99.9% of SAMP players, i said no dm continuously because he was hitting me, i didnt have time to write.

Yet again, you're proving your attitude by thinking this is a street argument but that's not the case for me.
Personally, when i firstly joined the server, I've been warned and banished many times for "dming" without knowing what does it mean, till I attempted to kill CBFasi whom explained to me everything and told me what DM is. (2012 fellas) And since that day I started to avoid killing people.
It's pretty clear you had enough time to write and explain him everything, judging on how fast you type and how much you had to stand and waited him to come over you.
Once again, it's all played psychologically as you should keep in mind that you're not playing with someone who's a normal kid, you're playing with a kid who was dropped by his parents to avoid his deeds and get rid of his stupidity. That's something you should learn before becoming an administartor too.

No, you're not right!

Anytime when you get DM'ed by new player, you should PM him. If he don't respond, Drop a spam of messages in private, He must listen to it. Next time, He'll not dm you.

As far as I know, that's not possible for some players not to get equiped and other gets.

i been getting killed or attacked alot od times in the last day by newbies, not necesarry cops, sometimes admins are busy to deal with they because alot of reports to handle.
i guess newbies dont being allowed to buy guns till they have passport will be a good idea

I understand your point but thats not a practical solution. We dont want people to come and DM us and then we will teach them in pm. We need a regulation so that after obtaining passport, one may become a cop. As far as passport is concerned, it guarantees that the pearson has a basic idea of working of the server.

Upgrade it then. Dont be a hindrance to the betterment of server.
